Rossendale Borough Council – Public Rights of Way 2013

Public Rights of Way in Rossendale are the responsibility of Lancashire County Council. Rossendale Borough Council is only responsible for the cleanliness of Public Rights of Way. Rossendale Borough Council’s Scrutiny process has established a Scrutiny Review Group to look at the Public Rights of Way network to assess their value and effectiveness. They are reviewing the network of footpaths and bridleways which walkers, wheelchair users, horse riders and cyclists use to access, enjoy the countryside and link into urban areas. The Public Rights of Way network has the potential to impact on people’s enjoyment of the special landscapes, create local business opportunities, and encourage tourism.
